Permit & Inspection Certification

Overview

This card certifies that an install technician understands Spartan's permit requirements, can initiate permit applications, and knows how to coordinate inspections. Must be completed before a tech receives independent crew assignment.

Who This Applies To

All install technicians during 90-day onboarding. Renewal awareness required annually.

Ohio Permit Requirements — Install Tech Knowledge

The tech must be able to answer these questions correctly to pass certification:

Jobs That Require Permits at Spartan

  • Water heater replacements (check local jurisdiction — most Dayton-area jurisdictions require permits)
  • Any new gas line installation or modification
  • Sewer line repair or replacement (any excavation work)
  • Whole-house repiping
  • New bathroom or kitchen plumbing additions
  • Backflow preventer installations

Jobs That Typically Do NOT Require Permits

  • Like-for-like faucet and fixture replacement
  • Drain cleaning and clearing
  • Toilet replacement (no rough-in changes)
  • Appliance connection repairs (not new installations)

When in doubt, Production Concierge makes the final call on permit requirements.

Permit Application Process at Spartan

  • Tech identifies permit requirement — during pre-job checklist or upon arrival
  • Tech notifies Production Concierge — same day as identification, before work begins
  • Production Concierge or Office Admin submits permit application — through the appropriate local jurisdiction (Montgomery County, Greene County, City of Dayton, etc.)
  • NTP (Notice to Proceed) process triggered — no work begins on permitted scope until permit is approved (see NTP Process SOP)
  • Inspection scheduling — tech works with Office Admin to schedule inspection at appropriate stage (rough-in and/or final)
  • Inspection day — tech must be present or arrange for a qualified representative
  • Contact Information for Common Jurisdictions

    Production Concierge maintains the current contact list for Dayton-area inspection offices. Tech should not call inspection offices without Production Concierge's knowledge.

    Certification Sign-Off

    Production Concierge verifies the tech can correctly:

    • [ ] List the job types requiring permits
    • [ ] Explain the permit initiation process at Spartan
    • [ ] Describe what to do if a customer asks to skip the permit
    • [ ] Explain what happens if an inspector fails a job

    Tech and Production Concierge both sign the certification form, which is filed in the employee record.

    Important Notes

    • A technician must NEVER proceed with permitted-scope work without a permit being in process
    • If a customer requests skipping a permit, the tech does not agree — they explain Spartan's policy and escalate to Production Concierge
    • Inspection failures must be reported to Production Concierge same day
